EU Digital Justice Initiative: Advancing the Rule of Law in Albania

The European Union and UNOPS have launched a new initiative in Albania called “EU for Digital Justice: Support for the Rule of Law Through Digital Transformation,” funded by the EU.

This innovative project aims to aid Albania’s EU membership efforts by reinforcing the rule of law and enhancing public trust in the justice system through digital advancements.

With a budget of 7.5 million euros, this four-year initiative seeks to tackle significant issues within Albania’s justice system, including outdated procedures, fragmented case management, and minimal technology usage.

The opening ceremony featured prominent attendees such as Silvio Gonzato, the EU Ambassador to Albania; Sabine Kania, the UNOPS manager for Albania and Kosovo; Ulsi Manja, the Minister of Justice; Olsian Çela, the General Prosecutor; and various representatives from relevant Albanian institutions.

He added, “The establishment of a modern case management system, aligned with EU standards, will enhance the performance of judicial institutions. Through this initiative and the broader EU support for justice reform in Albania, we aim to provide citizens with a high-quality and efficient public justice service.”

Sabine Kania stated, “Our goal with this project is to achieve full integration of systems, processes, and data in the justice sector through digitalization. This will establish the technological groundwork needed to modernize the justice system, reinforce the rule of law, and ultimately foster greater trust in legal institutions.”

Ulsi Manja, the Albanian Minister of Justice, remarked, “Our path towards the EU hinges on a radical transformation of the justice system, which is a cornerstone of the rule of law.”

Olsian Çela, Albania’s General Prosecutor, noted, “As the world embraces the digital era, this project faces the dual challenge of not only creating an effective and efficient management system to address current demands but also ensuring its long-term viability.”

The project is anticipated to yield tangible results in justice reform, providing legal professionals, the public, and civil society with quicker, more transparent, and accessible justice services.

The “EU for Digital Justice” initiative will lay the technological foundation necessary for sustained improvements and will support Albania’s integration into the EU by modernizing and digitizing the justice system.

Over the next 48 months, this project aims to establish a modern case management system for the Prosecution, enhance the capabilities of the Information Technology Center for the Justice System, and introduce business intelligence tools for data-driven decision-making.

Ultimately, this initiative seeks to reinforce the rule of law, improve institutional efficiency, and provide faster and more transparent justice services in alignment with EU standards.

The European Union remains Albania’s largest development partner, contributing over 100 million euros annually in grants to assist the Albanian people and support the country’s efforts to adopt and implement essential political, institutional, social, and economic reforms that align with EU values and regulations.
