
On Saturday in Munich, European Council President Antonio Costa stated that making concessions prior to peace talks concerning the war in Ukraine is unacceptable. He emphasized that peace in Ukraine and the security of Europe are interconnected and that the threat posed by Russia extends well beyond Ukraine’s borders.
In his address, Costa affirmed that only Ukraine has the authority to decide the appropriate conditions for negotiations with Russia. “This is why we will continue to support Ukraine resolutely,” he declared, speaking as host of the summits with EU leaders.
“What constitutes a comprehensive, just, and lasting peace? It means recognizing that peace in Ukraine is inseparable from the security of Europe. It also acknowledges that the Russian threat reaches far beyond Ukraine,” he explained.
He pointed out that Russia has influence over Belarus and maintains a military presence in Moldova and Georgia. “It poses challenges to the Baltic states, the eastern flank of the European Union, our democratic institutions, and our critical infrastructure,” Costa noted.
Thus, he believes that “a comprehensive peace cannot be merely an armistice” and “should not reward the aggressor.” According to the European Council President, any peace agreement must ensure that Russia is no longer a threat to Ukraine, Europe, or global security.
“In the pursuit of this peace, the European Union will fully embrace its responsibilities,” he added.
Costa also highlighted that NATO member EU countries currently allocate an average of 2% of their budgets to defense. “We have reached this objective together, but we will strive for even more,” he stated.
He affirmed that defense will be a key priority for him and is awaiting a proposal from the European Commission, which will outline options for collective EU defense funding next week. (15.02.2025)
