COP30 : comment l’UE a chassé ses démons climatiques et sauvé un accord peu convaincant

Les Européens, qui étaient traditionnellement plus actifs et vocaux, semblent perdre de leur influence selon un négociateur latino-américain. Bien qu’ils maintiennent leurs positions, leur force semble s’estomper, comme si la passion s’était éteinte.

Isolé à Belém

Lorsque les pays ont reçu le projet d’accord de la présidence brésilienne vendredi matin, l’UE a décidé de réagir. Trois diplomates européens ont rapporté que le bloc entier, y compris des nations ambitieuses en climat comme le Danemark et des retardataires comme la Pologne, était en colère contre la faiblesse du texte sur la réduction des émissions et les lignes rouges franchies pour le financement.

Tous les ministres ont été priés de contacter leur capitale pour demander l’autorisation de s’opposer au texte si nécessaire. Wopke Hoekstra a exprimé lors d’une rencontre brésilienne : « Nous n’accepterons pas cela. »

Andre Correa do Lago, président de la COP30, a ajusté le projet d’accord sur les combustibles fossiles pour calmer l’UE, le Royaume-Uni, la Colombie, et d’autres pays.

« Nous sommes restés unis jusqu’à la fin, même si nous avions des divergences sur la situation », a déclaré la ministre française Monique Barbut, qui avait jugé le texte « inacceptable ».

La position de l’UE a toutefois été atténuée par Ursula von der Leyen, présidente de la Commission européenne, qui, lors du G20 en Afrique du Sud, a déclaré : « Nous ne combattons pas les combustibles fossiles, mais les émissions qu’ils engendrent. »

    C’est sûr, l’UE sait vraiment comment faire des vagues… dans une tasse de thé. 😏 Qui aurait cru qu’une petite réunion à Belém pourrait donner lieu à un accord aussi « passionnant » que de regarder de la peinture sécher? 🍵

    Ah, l’UE à Belém, c’est comme un parrain qui essaie de faire oublier ses petits secrets en frottant les mains sur un accord qui ne vaut même pas le prix d’un café dans une brasserie de Paris. ☕️ Bravo pour la performance, mes chers diplomates, mais on dirait que la passion est restée coincée sur le quai, non? 😄
