Belarus: Violations Remain ‘Widespread and Systematic,’ Says Independent Expert Group

Independent Experts Report Systematic Human Rights Violations in Belarus

A group of independent human rights experts, established in 2024 to investigate alleged violations in Belarus since 2020, has presented alarming findings to the UN Human Rights Council. Their report documents widespread repression, including arbitrary arrests, torture, and persecution of political opponents.

Ongoing Crackdown on Dissent

The experts, appointed by the Human Rights Council for a renewable one-year term, work voluntarily, without UN salaries or governmental influence. Their latest report highlights a systematic campaign to silence opposition voices through legal and extralegal means.

Authorities in Belarus have been accused of detaining critics on politically motivated charges, subjecting them to repeated imprisonment under inhumane conditions. Arrests involve excessive force, threats, and intimidation, with detainees reporting instances of beatings, electric shocks, and threats of rape—both against themselves and their families.

The experts concluded that these violations are part of a widespread and systematic attack on civilians, aimed at eradicating political dissent.

Torture and Abuse in Detention

The report details the brutal treatment of detainees, particularly in temporary holding facilities and penal colonies. Individuals imprisoned for political reasons often face:
– Sleep deprivation
– Overcrowded, unsanitary conditions
– Denial of medical care
– Forced participation in “repentance videos”

LGBTQIA+ individuals are especially vulnerable, frequently subjected to homophobic slurs, sexual humiliation, and physical violence. One case cited involved a transgender woman who was severely beaten, threatened with sexual assault, and coerced into confessing to false charges.

Repression Beyond Belarus’s Borders

The Belarusian government’s crackdown extends beyond its territory. Hundreds of opposition figures, journalists, and activists living in exile have been charged in absentia for alleged crimes such as “discrediting the state.” Their assets have been confiscated, and their families at home have faced harassment and intimidation.

The experts described this as an orchestrated campaign of violence and mistreatment against those perceived as government critics. Even outside Belarus, dissidents remain vulnerable, while their relatives inside the country live under constant pressure.

Crimes Against Humanity and the Demand for Justice

Based on their findings, the experts assert that Belarus’s actions amount to crimes against humanity, citing:
– Systematic imprisonment
– Torture
– Political persecution

They emphasize that accountability is crucial to dismantling Belarus’s culture of impunity. Ensuring that perpetrators face justice is essential for victims to receive proper redress and for preventing further human rights abuses.
