Cairo (Eurotoday) – Leaders from Arab nations have approved an ambitious Egyptian reconstruction plan for Gaza, valued at $53 billion, aiming to rebuild the territory while preventing the displacement of Palestinian residents. This initiative stands in contrast to U.S. President Donald Trump’s “Middle East Riviera” proposal.

Trump’s plan, which involves relocating Palestinians as part of a U.S. acquisition of Gaza, faced global criticism last month and reinforced longstanding Palestinian fears of forced expulsion.

As reported by Reuters, Egypt’s Reconstruction Plan for Gaza is a comprehensive 112-page document outlining the redevelopment of Gaza’s territory. It includes detailed maps and AI-generated images showcasing new housing developments, parks, and community centers. Proposed infrastructure projects feature a commercial dock, a technology hub, beachfront resorts, and an airport.

Egyptian President Abdel Fattah al-Sisi expressed confidence that Trump could contribute to peace efforts, emphasizing the need to rebuild Gaza after extensive destruction caused by Israel’s military operations.

He also revealed that Egypt had collaborated with Palestinian officials to establish an administrative committee composed of independent Palestinian technocrats. This interim body would oversee governance in Gaza following the war’s conclusion.

The committee is expected to manage humanitarian assistance and oversee Gaza’s recovery, paving the way for the return of the Palestinian Authority (PA).

Palestinian Prime Minister Mohammed Mustafa noted that the reconstruction fund would seek international financing and potentially operate under the World Bank’s management.

Speaking at the summit, Saudi Foreign Minister Prince Faisal bin Farhan emphasized the need for international guarantees to maintain the current ceasefire and endorsed the PA’s role in Gaza’s governance. Representatives from the UAE and Qatar remained silent during the summit’s public sessions.

President Sisi confirmed that Arab leaders had endorsed the Egyptian proposal at the Cairo summit. While Hamas welcomed the initiative, Israel and the U.S. opposed it.

Palestinian President Mahmoud Abbas expressed support for the reconstruction plan, encouraging Trump to back a solution that does not displace Gaza’s residents. Abbas reiterated his willingness to hold presidential and parliamentary elections if conditions allowed. Hamas also expressed openness to elections.

How did Israel and the US react to Egypt’s reconstruction plan?

In a statement, Israel’s foreign ministry dismissed the proposal as “outdated” and criticized its reliance on the Palestinian Authority while alleging that Hamas would retain power under the plan.
