The European Investment Bank (EIB) has announced a €55-million disbursement under its Ukraine Recovery Programme, financed via EU-backed guarantees, to support the reconstruction of critical infrastructure across Ukraine. The initiative focuses on rebuilding schools, hospitals, heating and water systems, housing, and other essential facilities in 151 sub-projects across multiple regions, including Vinnytsia, Kyiv, Mykolaiv, Odesa, Poltava, and Cherkasy Oblasts.

This fund is part of the EIB’s broader €340-million Ukraine Recovery Programme, developed in collaboration with the European Commission under the Ukraine Solidarity Urgent Response package. The initiative underscores the EU’s steadfast commitment to aiding Ukraine amidst the ongoing challenges posed by war.

Successful Projects in 2024

Throughout 2024, several sub-projects were successfully completed under the recovery programme:

Zhmerynka Sewer Pressure Collector: Completed on December 25, 2024, at a cost of €526,000, this project involved the reconstruction of a 2.64 km sewer pipeline using advanced materials and sensors. The facility is set to provide reliable wastewater transport for the next 50 years, benefiting over 33,000 residents, including 4,000 displaced persons.
Water Supply Facility in Bucha, Kyiv Oblast: Improved access to clean water for war-affected areas.
Two Renovated Schools in Vinnytsia Oblast: Opened in time for the new academic year.
Upgraded Pediatric Infectious Disease Department in Zhytomyr Oblast: Boosting healthcare infrastructure for children in the region.

These projects showcase the tangible results of the Ukraine Recovery Programme, improving public health, sanitation, and living conditions for thousands of residents.

Implementation and Broader Goals

The Ukraine Recovery Programme is coordinated by Ukraine’s Ministry for Development of Communities and Territories in collaboration with the Ministry of Finance. Local authorities manage the sub-projects, with technical assistance provided by the United Nations Development Programme (UNDP). The €340-million EIB framework loan is complemented by up to €15 million in EU technical assistance grants to ensure swift and efficient implementation.

The programme aims to rebuild and modernize Ukraine’s social infrastructure while improving the quality of life for residents and internally displaced persons. With three multi-sectoral recovery programmes totaling €640 million, the EIB’s ongoing efforts demonstrate its commitment to Ukraine’s long-term resilience and development.
