EU Initiates Collective Arms Procurement Financed by Community Budget for the First Occasion

The European Commission has declared a major advancement by financing a collective procurement initiative for armaments on behalf of EU member states, primarily intended for Ukraine.

In particular, the Commission has green-lit funding for five transnational projects, amounting to 300 million euros, designed to streamline joint defense product acquisitions in three crucial domains: air and missile defense systems, modern armored vehicles, and munitions.

These five chosen projects signify a combined public procurement value surpassing 11 billion euros, highlighting the considerable influence of EU financing. The Commission noted that the EDIRPA investments of 300 million euros have triggered commitments that are 36 times larger, emphasizing the program’s success in promoting major defense investments across the EU.

Margrethe Vestager, Vice-President of the Commission, remarked, “This signifies the inaugural occasion that we have leveraged the EU budget to support member states in the collective procurement of defense products.” She further mentioned that this strategy will improve resource efficiency for national defense expenditures, enhance the interoperability of European military forces, strengthen the defense sector, and better position Europe to confront defense challenges.

A total of 20 member states are involved in the selected EDIRPA projects, with several participating in joint procurement for defense for the first time. This demonstrates EDIRPA’s function in promoting cooperation among member states to bridge critical capability gaps, particularly concerning the supply of defense equipment to Ukraine.

The majority of the chosen projects focus on procuring defense materials for Ukraine, including air and missile defense systems and munitions, aiming to bolster the nation’s defense capabilities amid the ongoing Russian aggression.

The selection of EDIRPA projects comes after a call for proposals released by the Commission in March 2024. With EDIRPA’s endorsement and subsequent implementation through the work program, the EU is encouraging member states and Norway to collectively acquire defense products, addressing pressing and critical needs exacerbated by the Russian assault on Ukraine. By consolidating demand, the initiative fosters predictability, thereby encouraging the industry to enhance production capabilities and improve the interoperability of national armed forces.

The EDIRPA work program concentrates on three primary areas of collective public procurement: 1) Ammunition, 2) Air and missile defense, and 3) Platforms and replacement of obsolete systems.

Initiated in response to the Russian invasion of Ukraine, the EDIRPA program is a short-term strategy anticipated to remain operational until 2025, aiming to stimulate collaboration on urgent defense requirements. (14/11/2024)
