EU Launches Public Consultation for Major Education Reform

The European Commission initiated a Call for Evidence to collect public feedback in preparation for a new Education Package, expected to be revealed in November, according to the European Education Area office announcement on July 30. This consultation is the first official step toward potentially one of the bloc’s most significant education policy updates in recent years.

Three Pillars of Reform

The package will focus on three main areas, with the Commission inviting input from citizens, institutions, and experts before finalization.

Basic skills. The first pillar seeks to address declining performance in key competencies such as literacy, mathematics, science, digital skills, and citizenship education. The initiative, titled “Strengthening basic skills and improving performance in school education,” invites evidence on how schools across the bloc are handling these issues.

Teachers and trainers. The second focus is on the “EU Teachers Agenda,” a plan designed to enhance conditions for educators, covering aspects like working conditions, career progression, and making teaching a more attractive profession amid staff shortages in many EU countries.

Digital education infrastructure. The third pillar is part of the “Quality Education for All: A 2040 Roadmap” initiative, which aims to modernize digital learning systems as AI becomes more prevalent in classrooms. The Commission is particularly interested in maintaining human agency and inclusiveness while bolstering Europe’s digital sovereignty.

The consultation window closes on 8 September, giving stakeholders roughly six weeks for input, though deadlines may vary.

Who Can Take Part

The consultation is open to schools, teachers and trainers, national and regional education authorities, researchers, civil society organizations, and the public with a stake in EU education systems. Contributors should submit concrete evidence, such as examples of national laws and policies or documented good practices, via the linked Have Your Say initiative pages.

What Happens Next

Feedback from the Call for Evidence will help shape the Education Package, which the Commission plans to present in November. Public input is essential to shaping the package before it is finalized.
