EU Countries Reinstate Temporary Measures for Big Tech to Identify Child Sexual Abuse Material

Brussels, July 23 Eurotoday — Online child protection Europe received renewed legal support after European Union member states agreed to restore an interim measure allowing major technology companies to voluntarily detect, report and remove child sexual abuse material (CSAM). The decision restores legal certainty for online platforms following the expiry of the previous temporary framework earlier this year while negotiations continue on a permanent EU law.

EU Restores Interim Child Safety Measure

The renewed regulation allows digital platforms to continue using voluntary detection technologies to identify known child sexual abuse material and report it to relevant authorities. EU governments approved the measure to prevent disruptions in online child safety efforts after the earlier legal exemption expired in April.

The temporary rules are expected to remain in place until a permanent legislative framework is agreed across the European Union.

The interim regulation was first introduced to ensure privacy laws did not prevent technology companies from helping combat online child exploitation. Policymakers say the renewed measure maintains child protection efforts while lawmakers continue debating broader legislation covering digital privacy and encrypted communications.

The agreement also provides legal clarity for online service providers operating across EU member states.

Impact on Technology Companies and Public Safety

Technology firms can continue voluntarily detecting abusive content and cooperating with law enforcement agencies investigating child exploitation cases. Child protection organisations have welcomed the move, saying continued reporting helps identify victims and remove illegal material more quickly.

Privacy advocates, however, continue to call for strong safeguards as negotiations over permanent legislation continue.
