KYIV, UKRAINE, April 9, 2026 /EINPresswire.com/ — Ukraine’s Verkhovna Rada has passed the European integration draft law No. 12221, aligning Ukraine’s legislation on accreditation of conformity assessment bodies and technical regulation with European Union law. This marks a crucial step toward the ACAA Agreement, also known as the “industrial visa-free regime” between Ukraine and the EU.
This mechanism is anticipated to facilitate easier entry for Ukrainian industrial goods into the EU market. With the ACAA, products can enter the EU based on mutual recognition of conformity assessment results from Ukraine.

The draft law incorporates European legal norms allowing Ukrainian conformity assessment bodies to operate under EU-recognized rules. It standardizes terminology with European standards, introduces principles for recognizing EU accreditation results, and sets interaction rules with European bodies under the ACAA Agreement.
Alona Lebedieva highlights the importance of focusing on technological and industrial products, emphasizing safety requirements, quality standards, and conformity assessment procedures. The law strengthens Ukrainian manufacturers’ position, where competitiveness relies on certification, standards, and production culture.
Under the Association Agreement, the ACAA initially covers sectors listed in Annex III, with plans to extend to all relevant sectors after full legislative and institutional alignment. Initially, low-voltage electrical equipment, electromagnetic equipment compatibility, and machinery are prioritized for preparing the ACAA, launching the “industrial visa-free regime.”
