UN Chief Criticizes Israeli Amendments Affecting UNRWA Operations

The amendments, adopted on December 29, aimed to hinder UNRWA’s ability to function and perform its activities, according to a statement by Secretary-General Antonio Guterres’ spokesperson. The law and amendments contradict the international legal framework applicable to UNRWA and should be repealed immediately. The Secretary-General emphasized UNRWA’s importance within the United Nations and reminded Israel of its obligations under the UN Charter and the Convention on the Privileges and Immunities of the UN. The statement affirmed that the Convention applies to UNRWA, its property, assets, officials, and personnel, and that UNRWA’s property is inviolable. The International Court of Justice’s advisory opinion on October 22, 2025, concluded that Israel must respect UNRWA’s privileges and immunities in the Occupied Palestinian Territory. The UN chief reiterated his support for UNRWA, highlighting its crucial role for the Palestinian people in Gaza and the region. UNRWA’s operations in Gaza assist with the implementation of Security Council resolution 2803 (2025) and the Comprehensive Plan to End the Gaza Conflict.
