Bulgaria Secures Third Payment of EUR 1.47 Billion from the Recovery and Resilience Plan

SOFIA – Bulgaria has received a third payment of 1.47 billion euros under its National Recovery and Resilience Plan (NRRP), as announced by the country’s Council of Ministers. This payment was made following the European Commission’s (EC) evaluation, where 48 out of 50 milestones and targets in the payment request were deemed fulfilled.

This third payment request encompasses 22 reforms and 19 investments, marking it as the largest submitted to date. Key measures associated with this payment include continued reforms in research and innovation, decarbonization, public procurement, enhancement of the governance framework for state-owned enterprises, and the development of e-government and e-healthcare, as noted by the government press service.

With this latest payment, the total funds received from the EC this year reach 1.9 billion euros, which represents over half of the total payments under the plan.

The fourth and fifth payments under the NRRP, totaling nearly 2.5 billion euros, are expected to be processed in the first half of 2026, according to Deputy Prime Minister and resigning Minister of Innovation and Growth Tomislav Donchev. He indicated that the plan had been renegotiated to facilitate the support and implementation of many reforms. Additionally, the government secured the REPowerEU chapter, providing an extra 480 million euros, remarked Donchev. He further mentioned that when including funds from cohesion policy distributed this year, European investments in the Bulgarian economy total 8 billion leva. The Bulgarian Recovery and Resilience Plan comprises 6.17 billion euros in grants. (29-30.12.2025)
