
MANUI was set up in 2003 following the fall of Saddam Hussein, aiding Iraq in political transition, post-conflict recovery, and coping with the horrors of ISIL, or Daesh. The term concludes on December 31.
Mr. Guterres remarked that the progress achieved by the Iraqi people recently is inspiring.
“We acknowledge this today, as we conclude one chapter in UN and Iraq’s history – and commence another.”
“A country at peace”
The Secretary-General commended the courage, resilience, and determination of Iraqis who have overcome years of violence, oppression, war, terrorism, sectarianism, and foreign interference.
“Against all odds, Iraqis have sustained their commitment to establishing a peaceful and inclusive society based on the rule of law and democratic institutions.” he declared.
He emphasized milestones over the past two decades, including the 2005 Constitution drafting, various national elections, and Daesh’s territorial defeat.
Today, Iraq is “a peaceful nation with improved security and a clear resolve to win the development battle.”
The role of the United Nations mission
“MANUI” he stated, expressed humility and honor in standing with the Iraqi people, citing the Mission’s advice to successive governments on judicial and legal reforms, promoting human rights, and supporting civic space for women, youth, and minorities.
Additionally, when Daesh took over large parts of Iraq, UNAMI helped coordinate support to protect civilians and millions of displaced persons.
The mission facilitated inclusive political dialogue and national reconciliation. It also ensured the safe return of millions of displaced individuals, including returnees from al-Hol camp in northeast Syria and members of the Yazidi community who faced ISIS abuse and violence.
Tribute to the staff
The Secretary-General honored all UNAMI personnel, paying tribute to victims of the August 19, 2003, terrorist attack on the mission’s headquarters, which killed 22 staff and injured over 100.
“It is deeply moving to have survivors and victims’ families join us,” he stated.
“We honor all memories and legacies, including Sérgio Vieira de Mello, the Mission’s first Special Representative.”
He also thanked the Mission’s national staff “who have tirelessly worked to rebuild and strengthen their nation.”
A “lasting partnership”
The Secretary-General wrapped up his speech by highlighting his meeting with Prime Minister Mohammed Shia’ al-Sudani, reaffirming the UN’s commitment to support Iraq in strengthening institutions, governance, accountability, enhancing public services, and diversifying the economy.
“I stressed that although one mission ends, the UN will continuously accompany the Iraqi people towards peace, sustainable development, and human rights,” he stated.
Mr. Guterres was moved by the government naming a street in Baghdad as “UN Street,” representing “a powerful symbol of our enduring partnership – a reminder of our journey together and the path forward,” he expressed.
“The entire international community must recognize that a new chapter unfolds today. Iraq
