Brussels – Starting July 1, 2026, all small parcels imported into the European Union will incur a tax of 3 euros, as decided by the Economy ministers on Friday.
In 2024, about 4.6 billion shipments valued under 150 euros entered the European market, averaging more than 145 per second. Notably, 91% of these shipments originated from China.
Last month, European Finance ministers approved the abolishment of the customs duty exemption for these small parcels, effective next year.
This regulation will apply to parcels from all non-EU countries, primarily aimed at addressing the influx of low-cost Chinese products that often fail to meet European standards, purchased from Asian platforms like Shein, Temu, or AliExpress.
“The implementation of a flat-rate tax on small parcels is a significant achievement for the European Union,” expressed French Economy minister Roland Lescure, who championed this initiative in Brussels. (December 12, 2025)
