EU Faces Possibility of COP30 Concluding ‘Without an Agreement’ (European Commissioner)

Belém (Brazil) – “What is currently presented is unacceptable. Given the significant gap from our goals, it is regrettable, but we are truly facing a situation without an agreement,” stated Wopke Hoekstra to the press during what is theoretically the final day of the major UN conference.

The Brazilian presidency of the summit, ongoing in Belem since last week, has introduced a draft text with a significant omission: it fails to include the term “fossil” or the requested “roadmap” advocated by over 80 countries from Europe, Latin America, and island nations.

This prompted immediate backlash from European nations and their allies, including Colombia, which is combating the “proliferation” of oil.

“The text cannot remain unchanged,” remarked German Environment Minister Carsten Schneider.

Monique Barbut, the French Minister for Ecological Transition, informed reporters that opposition to any advancement in phasing out fossil fuels is coming from India, Saudi Arabia, and Russia, supported by certain emerging nations. (November 21, 2025)
