
Rome – Maros Sefcovic expressed to reporters during his visit to Rome, “I believe the agreement between the United States and China is +erga omnes+, meaning it applies universally, including to the European Union.”
Following recent trade talks, China announced on Thursday a one-year suspension of the technology export restrictions on rare earths that were implemented on October 9.
These controls over rare earth minerals have created significant tension in trade discussions between U.S. President Donald Trump and Chinese President Xi Jinping this week, leading to market disruptions and supply chain issues.
Sefcovic mentioned that the EU is engaged in “high-level official discussions on export controls” with China, the leading global producer of rare earths.
“I will be speaking with my Chinese counterpart again very soon,” he confirmed. (October 31, 2025)
