EU Drops Key Measure from Child Sexual Abuse Legislation

Brussels – Denmark, which currently holds the rotating presidency of the European Union, has opted to eliminate the requirement for platforms to detect and report child pornography in the proposed legislation aimed at combating it, in hopes of facilitating its adoption, a diplomatic source revealed on Thursday.

The European Commission introduced a proposal in 2022 targeting the rise of images and videos depicting child sexual abuse.

This proposal faced significant backlash from MEPs and several countries, notably Germany, which criticized it as a “disproportionate” violation of privacy.

Concerns were raised regarding the use of technology to monitor users’ private communications, including those on encrypted messaging platforms like Signal and WhatsApp.

The discussions surrounding the proposal have been characterized as particularly “challenging” among the 27 member states, regarding issues of privacy and cybersecurity, according to a European diplomatic source. (October 30, 2025)
