Putin-Trump Summit in Hungary Pushes EU Leaders to Consider Airspace Exemptions

Due to a ban on Russian aircraft flying through EU airspace linked to broader sanctions, the Russian president cannot reach Budapest without defying EU measures, risking a flight over Ukraine, or taking a circuitous Balkan route.

Under the EU’s sanctions regime, national authorities may consider exceptions for Russian travel if it is determined that such actions are required for humanitarian purposes or align with the objectives of the regulation, according to the EU legal text.

European Commission spokesperson Anitta Hipper confirmed that individual EU countries could make exceptions to the travel ban. She noted that neither Putin nor his foreign minister, Sergey Lavrov, currently face individual bans on travel within the EU.

Hipper added, “Such derogations must be given by member states individually.”

No date has been set for the meeting between Putin and Trump, and Moscow has not indicated any travel plans for the Kremlin chief.
