Europe Must Assert Hard Power or Risk Being a ‘Hunted Animal,’ Warns France’s Top General

In recent weeks, discussions about security assurances for Kyiv have gained momentum, following Trump’s August 15 meeting in Alaska with Russian President Vladimir Putin.

“The U.S. president’s strong drive to secure a peace agreement is bringing renewed energy,” Burkhard stated, after returning from military discussions in Washington.

After a meeting at the White House with Ukraine’s Volodymyr Zelenskyy, France’s Emmanuel Macron, Germany’s Friedrich Merz, and Meloni, the Trump administration indicated a willingness to participate in security assurances. This might reportedly involve providing intelligence, surveillance and reconnaissance resources, as well as command, control, and air support.

For many European nations, U.S. military backing is crucial for any involvement in overseeing a potential peace deal in Ukraine.

“The Americans primarily believe that Europeans need to show their readiness to assume responsibility,” Burkhard emphasized. “It’s a chicken and egg problem: Some countries are only willing to commit if there are American guarantees. But it’s not really a military debate, it’s a political one.”

The “optimal security guarantees would involve showcasing American resolve in case of a peace agreement breach,” military operations might include deploying troops to Ukraine, conducting air patrols over the country, ensuring the resumption of shipping in the Black Sea, and aiding in strengthening the Ukrainian army, the French general explained.
