Germany Unlikely to Provide Troops for Ukraine, Says Foreign Minister

Wadephul mentioned in an interview that signals from Washington indicate readiness to provide security guarantees, which need collaboration with Europeans, with Germany playing a vital role through military and technical support. In a Fox News interview, Trump’s envoy Steve Witkoff expressed support for enhanced security guarantees and EU admission, suggesting Article 5-like protection for Ukraine. However, it’s uncertain if Zelenskyy will see this as adequate without ground troops, considering Trump’s past skepticism of NATO’s defense clause. German Chancellor Friedrich Merz, visiting Washington, has been vague about German troop deployment, previously implying Germany might join if the U.S. does. Despite increased military spending, Germany struggles with troop recruitment, staying around 182,000. In April, Germany initiated its first permanent foreign troop deployment post-WWII with a 5,000-strong brigade in Lithuania to reinforce NATO’s eastern flank against Russia. A German government spokesperson noted the complexity of security guarantees, highlighting the need for extensive coordination and acknowledging the lengthy process ahead before the Washington meetings.
