On Wednesday, the European Commission unveiled its much-anticipated proposal for the upcoming Multiannual Financial Framework (MFF), outlining the EU’s long-term budget for the 2028-2034 period.
The following day, the European Newsroom (enr) hosted the President of the European Committee of the Regions (CoR), Kata Tüttő, to discuss her views on the proposal and its implications for Europe’s regions and cities.
In the interview, the Budapest-based Hungarian politician expressed concern that the plan “cracks the backbone of cohesion policy,” referring to it as “the monster that swallowed cohesion,” highlighting her dissatisfaction with the insufficient attention given to the interests of regions and cities.
A selection of reporters from the enr agencies ANP, dpa, Tanjug, and ANSA, along with a journalist from the independent Agence Europe, participated in the discussions at the enr’s offices located in the European quarter. As per usual, the enr team distributed the complete interview to all contributing agencies involved in the project.
After the discussion, Tüttő participated in an exclusive video interview with the enr for its ‘Question Corner’ series, which can be viewed here.
The enr also produced two Key Stories focusing on Tüttő’s interview and the Commission’s MFF proposal with an emphasis on agriculture, available here:
Story 1: EU Regions Committee president criticizes EU long-term budget plan: “The monster that swallowed cohesion”
Story 2: CAP in hand: Discontented farmers protest agriculture cuts in EU budget proposal
The CoR serves as an EU advisory body representing local and regional authorities throughout the bloc, consisting of 329 members and their alternates elected at local or regional levels.
The CoR elects a president from among its members for a term of two and a half years. Kata Tüttő has held the presidency since February 2025.

Just what we needed, another budget proposal that’s about as cohesive as a broken jigsaw puzzle. 🍕 Let’s see if the ‘monster’ can magically transform into something useful this time!

Looks like the new MFF proposal is just another dinner party where the regions stood in the corner, munching on their disappointment while the bigwigs toast to their own brilliance. 🍷 The “monster that swallowed cohesion”? More like the budget that forgot its manners! 😂

Ah, the MFF proposal – the latest blockbuster from the EU, where the budget’s as predictable as a rainy day in London. 🍵 Who knew “the monster that swallowed cohesion” could be a hit at the Euro cinema? 🎥

So, the MFF proposal is here, and it seems like cohesion policies are about as popular as a wet sock in a fancy shoe shop. Can’t wait to see how that “monster” of a budget treats the regions – perhaps it’ll be handing out participation trophies! 😂

Just what we need, another long budget plan that sounds like it was crafted during a particularly dreary tea break. “The monster that swallowed cohesion”? More like a budget that’s given the regions a right slap in the face! 😏💸

Looks like the EU’s new budget plan really knows how to keep the regions in the dark, eh? “Cohesion policy” is now just a fancy term for “good luck, mate!” 😂💸

Looks like the EU’s got a new budget plan, or as I like to call it, “the great financial diet” – perfect for cutting down on cohesion while the rest of us are left wondering if we’ll need a second job just to keep up. 😂💸
