temporarily blocked over judicial independence concerns, Wrocław’s Deputy Mayor Jakub Mazur expressed worries about linking fund access to national leaders’ actions.

“When national governments fail to meet horizontal conditionalities like the Rule of Law,” he said, “local efforts risk being affected by national political shifts, despite cities’ dedication to EU priorities.”
