Ukraine Allows Dual Citizenship to Address Demographic Challenges

Oleksiy Chernyshov, the minister for national unity, stated on Facebook that this decision is vital for maintaining and restoring connections with millions of Ukrainians worldwide.

President Volodymyr Zelenskyy introduced the bill to the parliament last August.

The government must now create a list of countries whose citizens can qualify for dual Ukrainian citizenship. The law also streamlines processes for children born abroad to Ukrainian parents and Ukrainians acquiring another citizenship through marriage.

Foreigners seeking Ukrainian citizenship must pass a test demonstrating knowledge of the Ukrainian language, history, and constitution.

The law will also facilitate citizenship for foreign volunteers fighting for Ukraine.

Citizens of “aggressor states” and nations not recognizing Ukraine’s territorial integrity will be ineligible.

Former European commissioner Ylva Johansson was appointed as the EU’s special envoy for Ukrainians within the bloc, responsible for the long-term strategy for integrating Ukrainian refugees into the EU or helping them return home.
