
Despite Brexit, there remains “great potential” in the relationship between the UK and the European Union, according to an EU leader.
European Council President Antonio Costa made the remarks on Monday following what he described as “a timely and truly productive summit” held between the UK and EU in London.
Both Costa and European Commission President Ursula von der Leyen met with UK Prime Minister Sir Keir Starmer, and jointly declared the beginning of a “new chapter” in EU-UK relations.
The inaugural EU-UK leaders’ summit, said an EU statement, “confirms a shared commitment to stronger collaboration and mutual understanding in a rapidly changing geopolitical landscape.”
During his remarks, Costa referenced Prime Minister Starmer’s ambition to “reset the relationship” between the UK and the EU.
“I am proud to say — we, together, have delivered on that ambition. We all succeeded,” Costa stated.
Agreements reached at the summit, he said, signify not only progress, but a new era for UK-EU relations.
“Over the past months, we have worked tirelessly to rebuild trust. In an increasingly volatile world, deeper collaboration between like-minded partners — natural allies like us — is not a luxury. It is a necessity.”
He continued, “I felt a new, positive energy in our relationship. I saw the great potential of what we can accomplish together — to make real, tangible progress for the people of the EU and the UK.”
He highlighted existing joint efforts: “We have worked hand in hand to support Ukraine, to increase pressure on Russia, to stabilize and strengthen the transatlantic partnership and uphold international law and defend the United Nations Charter amid growing security threats.”
Costa expressed pride in the summit outcomes:

- A new security and defence partnership
“These agreements represent more than just words on paper. They reflect our shared commitments — to security, prosperity, development, and to the citizens we serve on both sides of the Channel,” Costa noted.
“Our relationship is grounded in shared values, mutual interests, and the geographical closeness that makes us neighbours, allies, partners. And indeed, friends.”
The former Portuguese Prime Minister emphasized the importance of defending the rules-based international order in the face of new global challenges. “Multilateralism is being tested, but the EU and UK are providers of global stability. We must be guardians of the rules-based global order.”
He pointed to Russia’s ongoing aggression against Ukraine as Europe’s most serious security threat in decades. “The UK and EU share a fundamental responsibility for Europe’s security,” he said. “We are united in our resolve to pursue a just and lasting peace in Ukraine, one that guarantees its independence, sovereignty, and territorial integrity.”
He added, “The ball is now in Russia’s court. Together, we will intensify pressure on President Putin — including through a new package of sanctions — to bring him to the negotiating table. Russia must agree to an unconditional ceasefire. It must stop being a threat to Ukraine and to European security.”
On defence, Costa highlighted that the new partnership will foster deeper cooperation, bolster Europe’s contribution to NATO, and align strategic priorities more closely.
On trade, both parties reaffirmed their mutual commitment to economic stability and free trade, describing it as a vital “engine of prosperity — for our citizens and for the global economy.”
Regarding migration, the summit produced a pledge to jointly tackle irregular migration flows and increase cooperation with countries of origin and transit.
The leaders also addressed the crisis in the Middle East, particularly the humanitarian catastrophe unfolding in Gaza. Costa condemned violations of international law and called for immediate humanitarian access and a ceasefire.
“There must be safe, swift and unimpeded access for humanitarian aid. The remaining hostages must be unconditionally released. A permanent ceasefire must be reached — now. Our discussion reaffirmed our shared conviction that lasting peace and security in the Middle East can only be achieved through the implementation of a two-state solution,” he said.
