
Brussels (ANSA) – The European Commission is intensifying its efforts on migration by proposing to accelerate the implementation of certain elements of the Pact, which is scheduled to take effect in June 2026. The EU executive aims to advance two significant components of the asylum procedure regulation to enable member states to process asylum applications more swiftly and efficiently for those that may be deemed unfounded.
Additionally, the Commission suggests establishing a list of safe countries at the EU level, along with exceptions for particular regions or identifiable groups. According to the Commission, member states could employ a border procedure or an expedited process for individuals arriving from countries where, on average, 20% or fewer applicants obtain international protection in the EU.
The proposal also allows for the designation of safe third countries and safe countries of origin, providing member states with enhanced flexibility by permitting the exclusion of specific regions or identifiable groups. The Commission intends to create an initial EU list of safe countries of origin.
While some member states already maintain national lists of safe countries of origin, the EU list will enhance these efforts and encourage a more consistent application of the concept. This will enable member states to expedite asylum requests from citizens of the listed countries, as the likelihood of such claims being approved is low.
The Commission’s proposed initial EU list includes Kosovo, Bangladesh, Colombia, Egypt, India, Morocco, and Tunisia. Furthermore, it believes that candidate countries for EU membership generally meet the criteria for being recognized as safe countries of origin due to their ongoing efforts to establish stable institutions that uphold democracy, the rule of law, human rights, and the protection of minorities (April 16).
