
Brussels – Starting April 1, 2025, all road and rail carriers entering the European Union will be mandated to submit a comprehensive Entry Summary Declaration (ENS) that details the goods they transport into or through the Union on their way to the final destination.
This requirement is part of the amendments to the European Union’s Import Control System 2 (ICS2). From April 1, these regulations will apply to both rail and road transportation, thereby encompassing all modes of transport.
The ICS2 system aims to bolster the security and safety of goods entering the EU by establishing a standardized customs protocol prior to their arrival. Currently, the system covers air, maritime, and inland waterway transport, but with the upcoming changes, it will also include road and rail transport.
The ENS obligation will extend to postal and logistics service providers utilizing road or rail options. In certain scenarios, final recipients of goods based in the EU will also be required to submit ENS data to the ICS2 system.
This initiative is designed to ensure that customs officials have a complete understanding of goods entering the EU, enabling them to assess associated risks effectively. By doing so, the EU aims to enhance its efforts to prevent customs violations and foster a safer, more secure trading environment. (February 25)
