Israeli Operations in the West Bank Lead to Civilian Casualties and Mass Displacement
Civilian Deaths Amid Israeli Offensive
Since launching an offensive on January 21, Israeli forces have killed at least 44 Palestinians—including five children and two women—in the governorates of Jenin, Tulkarem, and Tubas, as well as four refugee camps in the region, according to the UN Office of the High Commissioner for Human Rights (OHCHR).
The UN rights office reported that many of the victims were unarmed and posed no immediate threat, labeling these incidents as part of a wider pattern of Israel’s unlawful use of force in the West Bank, where no active hostilities are taking place.
Widespread Displacement
OHCHR has also raised concerns over an unprecedented wave of mass displacement in the occupied West Bank, marking one of the most severe instances seen in decades.
Reports from displaced residents indicate a systematic pattern where Israeli security forces, often assisted by drones, have forced them out of their homes under threat of violence.
“They are then forced out of their towns, with snipers positioned on rooftops around them and houses in their neighborhoods used as posts by Israeli forces,” OHCHR stated.
Testimonies collected by the UN agency include reports of residents being threatened with permanent expulsion. One woman, who fled barefoot while carrying her two young children, said she was denied permission to retrieve life-saving heart medication for her baby.
In the Jenin refugee camp, roads were bulldozed, and new street signs—reportedly now written in Hebrew—were photographed, raising further concerns about long-term displacement.
“Any **forcible transfer or deportation** of people from occupied territory is a serious violation of international law and amounts to a **crime**,” OHCHR reiterated.
Legal and Humanitarian Obligations
OHCHR has called for immediate investigations into the killings and demanded that displaced Palestinians be allowed to return to their homes.
“Military commanders and other superiors may be held accountable for war crimes if they fail to prevent or punish unlawful killings,” the UN agency warned.
The office also restated Israel’s legal obligations under international law, urging Israel to:
– End its unlawful presence in the Occupied Palestinian Territory as quickly as possible.
– Evacuate all West Bank settlements immediately.
– Ensure the protection of Palestinians and meet their basic needs as the occupying power.
Humanitarian Situation in Gaza
Amid ongoing tensions in the West Bank, humanitarian efforts continue in Gaza. The UN World Food Programme (WFP) has provided food aid to over 860,000 people since a fragile ceasefire began.
Key relief efforts include:
– Delivering over 19,000 metric tonnes of food.
– Distributing nutrition packs to 85,000 people, including children under five and pregnant or breastfeeding women.
– Providing cash assistance to more than 90,000 people in the past two weeks.
“Efforts are being made to establish more food distribution points, especially in North Gaza, to **reduce travel distances, lower transportation costs, and minimize protection risks for families**,” said UN Spokesperson Stéphane Dujarric.
Fuel Deliveries and Schools Reopening
The World Health Organization (WHO) has also been active, recently delivering 100,000 liters of fuel to hospitals in Gaza City. Additionally, education partners in Rafah are preparing for the reopening of at least a dozen schools as displaced families return to their home areas.
“For 15 months, schools across Gaza had served as shelters for displaced Palestinians. Now, cleanup operations in Khan Younis and Deir al Balah are underway to restart learning activities,” Dujarric confirmed.
As humanitarian efforts continue, international focus remains on the West Bank and Gaza, with growing calls for accountability and an end to hostilities.
