European Parliament Approves EU VAT Legislation Authored by Ľudovít Ódor

Strasbourg – On Wednesday, the European Parliament (EP) in Strasbourg voted overwhelmingly in favor of new regulations aimed at modernizing VAT for the digital era (ViDA). This legislation is part of the EU’s broader legislative agenda, with Slovak Deputy Ľudovít Ódor (Renew Europe/PS) serving as the rapporteur, according to reports from TASR’s Brussels correspondent.

A total of 589 Members of the European Parliament (MEPs) supported the ViDA regulations, which represent a significant overhaul intended to streamline VAT processes across the EU in light of ongoing digitization efforts. Meanwhile, 42 MEPs opposed the initiative, and 10 chose to abstain.

Ódor highlighted that while MEPs from all parties backed the legislation, seven Slovak MEPs—members of the Republika party, the Europe of Sovereign Nations (ESN) faction, and all five deputies from Smer-SD (who are not affiliated with any party in the European Parliament)—voted against it.

“We will reduce bureaucracy for companies across the EU and make it more difficult for billion-euro VAT frauds, known as carousel frauds, that have occurred among EU member states,” Ódor stated, having been appointed as the EP rapporteur for this legislation on behalf of Renew Europe (RE) the previous Tuesday.

During his plenary address, he emphasized that the EU’s legislative body is “heading in the right direction” by endorsing these new rules. He noted that this would help address the approximately 20 billion euros that the Union loses each year due to VAT fraud, which could instead be utilized for “beneficial purposes.” According to Ódor, this change would ultimately increase funding for the state budgets of countries within the eurozone.

Ódor expressed surprise at the negative votes from Smer-SD representatives, especially since Slovak Finance Minister Ladislav Kamenický, also from that party, endorsed the new rules during a EU Council meeting in Brussels on February 12.
