A Targeted Defense of Democratic Values

The EEA Civil Society Fund marks the most comprehensive effort by the EEA and Norway Grants to bolster civil society in Europe. Building on former initiatives, this new fund is dedicated to supporting democracy, the rule of law, and human rights. Its key focuses include promoting civic engagement, increasing civil society’s role in democratic processes, combating discrimination, advancing social justice, addressing climate action, and fostering gender equality. Additionally, it aims to support transnational efforts and help organizations confront the ongoing consequences of Russia’s war in Ukraine.

The fund builds on the foundation laid by the previous Active Citizens Fund, which has already made a lasting impact on Europe’s civil society. For example, in Malta, the Daphne Caruana Galizia Foundation established the Public Interest & Accountability Litigation Network, which provides legal support for victims of human rights abuses. This groundbreaking initiative has played a pivotal role in Malta, supporting high-profile cases that challenge discrimination and abuses of power, thereby spearheading reforms and enhancing accountability.

The EEA Civil Society Fund provides more than just financial aid. It focuses on bolstering capacity-building efforts, helping civil society organizations operate effectively despite facing numerous challenges. This includes access to critical training, resources, and networks that empower these organizations to remain resilient under pressure. It also prioritizes sustainability, encouraging recipients to diversify their funding sources and become self-sufficient — an essential strategy in an environment where funding can often be uncertain.
