These zones include medical centers and warehouses holding life-saving supplies, prompting the UN Office for the Coordination of Humanitarian Affairs (OCHA) to warn of potentially deadly consequences for civilians in urgent need of care.

“Palestinians now have access to less than a third of Gaza’s territory,” said a UN spokesperson, emphasizing that the remaining areas are fragmented, dangerous, and barely habitable after 18 months of ongoing conflict.

Concerns Over Forced Displacement

OHCHR spokesperson Ravina Shamdasani raised alarm about the growing number of attacks on journalists — at least 209 have been killed in Gaza since October 2023. She also expressed grave concerns that the recent evacuation orders might signal Israel’s intention to permanently clear civilians from certain areas to establish a “buffer zone.”

“Forcibly and permanently displacing civilians within occupied territory constitutes forcible transfer, a serious violation of the Fourth Geneva Convention and a crime against humanity,” she said.

Violations of International Law

Shamdasani further stressed the need for all parties to adhere to the laws of war, particularly the principles of distinction, proportionality, and precaution. She reiterated that deliberately targeting civilians who are not taking part in hostilities is a war crime.

OHCHR has repeatedly warned that actions such as collective punishment and using starvation as a weapon are prohibited under international law. “We are seriously concerned that the conditions imposed on Palestinians in Gaza are becoming incompatible with their survival as a group,” Shamdasani added.

Humanitarian Aid at a Standstill

Massive stockpiles of aid — including almost 36 million tons of medical supplies — remain stranded at closed border points, with medical evacuations grinding to a near halt. As a result, hospitals are overwhelmed, and the number of international emergency medical teams has declined drastically.

Dr. Rik Peeperkorn, the World Health Organization’s representative for the West Bank and Gaza, stressed the urgency of reopening medical evacuation channels. “We urgently call for the restoration of medical referral pathways, especially to the West Bank and Jerusalem,” he said.

Meanwhile, scenes of desperation continue to unfold in Gaza, where women and children wait in long lines for food at distribution points.
