UN Rights Chief Condemns Deadly Attack in Ukraine That Killed Nine Children
Volker Türk, the United Nations High Commissioner for Human Rights, has condemned a recent missile strike in Ukraine that killed 18 civilians, including nine children. The strike, which occurred last Friday evening, hit a residential area with a playground, restaurant, and multi-storey buildings. It is the deadliest single incident involving child casualties verified by the UN since Russia’s full-scale invasion of Ukraine began in February 2022.
“It’s an unimaginable horror,” said Türk in an official statement. “Nine children were killed, most while playing in a park, as a military weapon exploded into shrapnel above them.” He described the use of an explosive weapon with wide-area effect in a densely populated civilian zone—as reported to have occurred—in the absence of any visible military target, as showing “a reckless disregard for civilian life.”
UN Human Rights Monitors Present at the Site
A team from the UN Human Rights Office in Ukraine visited the impact site the next day, documenting the extensive damage and confirming the identities of the children killed. They gathered information from local officials, business representatives, and eyewitnesses and observed damage caused by hundreds of pieces of shrapnel to buildings, playground equipment, trees, and nearby structures.
Local sources, including residents and a representative of a local business association, told the UN team that a professional beauty industry forum was taking place in the restaurant near the strike zone. The event, organized by a business group, had been publicly advertised online well in advance. Witnesses confirmed there was no apparent military presence in the vicinity at the time of the attack, contrary to claims by Russian authorities that the strike targeted a military group.
A Call for Accountability Under International Law
Türk emphasized that international humanitarian law requires warring parties to distinguish between military targets and civilians, and to take all feasible precautions to minimize civilian harm. He stated that the use of such a weapon in this context may be deemed an indiscriminate attack—a serious violation of international law.
“Even if there were suspicions or information about military personnel in the area,” he said, “the mode and circumstances of the strike suggest it could be considered an indiscriminate attack.” Indiscriminate attacks are prohibited by international humanitarian law and, if directed against civilians, can constitute war crimes.
Türk has called for a prompt, thorough, and impartial investigation into the attack to ensure accountability and justice for the victims.
