Papaoutai Bar in Ravels to Close in 2025 Following Permit Decision

Ravels (Eurotoday) – The seasonal bar Papaoutai, located near the canal in Ravels, will not open this year. According to RTV, the venue lacked municipal approval due to operating in an area without proper catering zoning.

The Papaoutai Summer Bar did not receive an operational permit and will remain closed for the 2025 summer season. RTV reports that the municipality denied the permit because the bar is located outside designated catering zones. A recent Council of State ruling now prohibits municipalities from issuing temporary permits for pop-up bars in non-zoned areas, effectively ending short-term licensing for such businesses.

Ravels isn’t alone in enforcing the new ruling. Herentals implemented a similar ban on temporary bar permits last year, reflecting a regional shift toward stricter zoning enforcement.

Spatial planning regulations classify the land where Papaoutai operates as unsuitable for food and beverage services. While exceptions had been granted in prior years to allow such pop-up venues, the recent Council of State decision has eliminated that flexibility. As a result, Ravels had to reject Papaoutai’s most recent permit application.

Papaoutai celebrated its fifth anniversary last summer along the canal but now faces an uncertain future. Discussions between the municipality and venue operators are ongoing, though no permanent solution or future operating plan has been determined. Herentals first began denying permits for bars in non-designated zones back in 2018, setting a precedent that now affects similar venues throughout the region.

Belgium has tightened zoning regulations in recent years, creating challenges for temporary summer bars. Since 2020, more than 60% of municipalities in Flanders have adjusted how they handle temporary permits for food and drink providers, according to the Flemish Department of Environment. Since the Council of State enforced stricter zoning requirements, the number of temporary bar permits in Flanders dropped 40% in 2022 and 2023.

Ravels, part of the Antwerp province, historically allowed seasonal bars under temporary permits. However, a 2021 regional audit revealed that 30% of such venues operated outside zoning compliance, prompting legal action and tighter regulations. Herentals and Turnhout were among municipalities reinforcing these policies, with Herentals rejecting all five summer bar applications in 2023.

Summer bars contribute €2–3 million yearly to local tourism in the Kempen region, which includes Ravels. Despite these economic benefits, municipalities have cited increased complaints—related to noise, waste disposal, and traffic—that account for about 15% of public grievances. In response, the Flemish government’s 2022 zoning reform prioritized permanent land uses that restrict temporary business opportunities.

Currently, only 12 pop-up bars operate across Flanders, many struggling with the permit process due to intensified zoning enforcement. New municipal guidelines stipulate operation solely within designated catering areas, which represent just 8% of recreational zones in Antwerp province. For seasonal businesses like Papaoutai, zoning reforms remain the only viable path forward unless future legislation provides additional flexibility.
