
Romanian forces destroyed an explosive maritime drone close to a major Black Sea gas project as Brussels warned of an escalating campaign of hybrid threats.
Romania’s destruction of an explosive naval drone near the Neptun Deep gas development has brought the security of Europe’s Black Sea infrastructure into sharper focus. The incident on Thursday, 20 August, occurred only a few hundred metres from offshore works on one of the European Union’s most strategically important energy projects. European Commission President Ursula von der Leyen called the episode part of an “escalating campaign of threats” and described the wider pattern as hybrid warfare. Yet the origin and intended target of the drone had not been conclusively established at the time of publication.
An explosive drone beside strategic infrastructure
Romanian Defence Minister Radu Miruță said the maritime drone was detected in Romania’s exclusive economic zone, about 80 nautical miles east of Constanța and only a few hundred metres from work associated with the Neptun Deep project.
Romanian authorities dispatched two F-16 fighter aircraft with permission to fire. Miruță said the decision to neutralise the device was taken to protect people working in the area and safeguard critical infrastructure. The drone was carrying explosives.
The presence of an armed unmanned vessel so close to offshore energy infrastructure immediately raised questions about intent. But proximity alone does not establish that Neptun Deep itself was the intended target, and Romanian authorities had not publicly presented evidence proving who launched the drone.
That distinction is important. Romanian officials contacted Kyiv and said Ukraine confirmed the device was not Ukrainian. That narrows the possibilities but does not, by itself, establish Russian responsibility. Von der Leyen also stopped short of naming an aggressor in her initial public statement.
“An escalating campaign of threats is underway, unsettling our citizens and seeking to divide our Union. This is hybrid warfare,” the Commission president said.
Her comments elevated the episode from a Romanian security incident to an EU-level concern.
Why Neptun Deep matters beyond Romania
Neptun Deep is not an ordinary offshore project. Operated by OMV Petrom together with state-controlled Romgaz, it represents an investment of about €4 billion and is expected to begin producing natural gas in 2027.
OMV Petrom estimates plateau production at about 8 billion cubic metres a year. The development includes offshore wells, subsea production systems, a production platform and a roughly 160-kilometre pipeline bringing gas ashore.
Its importance grew as Europe sought to reduce exposure to Russian fossil fuels after the invasion of Ukraine. OMV Petrom expects Neptun Deep to double Romania’s gas production and enable exports to other European markets.
That makes the surrounding waters relevant not only to Romanian economic interests but also to the wider debate over European energy resilience.
Critical infrastructure at sea is particularly difficult to protect. Platforms, cables, pipelines, ports and shipping routes extend across large areas that cannot be guarded in the same way as a land installation. The emergence of inexpensive unmanned systems has further complicated that task.
Romania had already faced drone-related incidents in the Black Sea. Earlier in August, Romanian military divers destroyed other unmanned devices drifting in the country’s exclusive economic zone near the same offshore development.
A dangerous morning across the region
The maritime incident came during another exceptionally violent night in and around Ukraine, although no direct link between the events had been established.
