Migaľ: Slovak Regions’ EU Fund Absorption Stands at 6%, Ministry Aims to Speed Up Process

Bratislava – The utilization of EU funds through the Slovakia Program by higher territorial units is currently about 6%. Out of a total allocation of 1.4 billion euros, only 66 million euros have been contracted. This update was provided by Samuel Migaľ, the independent Minister of Investments of the Slovak Republic, during a government meeting on Wednesday, where he also discussed the status of EU fund absorption by cities and higher territorial units, according to TASR.

“In terms of actual contracting, we are at a mere six percent among the higher territorial units. This means that from the total 1.4 billion euros available from European funding, only 66 million euros have been secured,” Migaľ reported.

He pointed out that, unlike the Czech Republic, which has approved project intentions at a rate of 100%, Slovakia’s approval rate stands at only 9%. Migaľ noted that the slowest aspect of EU fund absorption is the oversight of public procurement processes.

“The heavy burden of oversight from the Office for Public Procurement is significantly hindering our ability to accelerate the absorption of EU funds. We are preparing specific measures to improve this situation, and fundamentally, we aim to implement random controls of public procurement,” the minister elaborated, emphasizing that detailed inspections would mainly occur in cases of doubt. He mentioned their goal to streamline the control framework in alignment with EU regulations, coordinating with both the Office for Public Procurement and the Supreme Audit Office of the Slovak Republic.

On Wednesday, the Minister of Investments delivered an oral report to the government regarding the management of EU funds under the Ministry of Economy and the Ministry of Transport of the Slovak Republic. Migaľ noted that the Ministry of Transport is currently leading in the absorption of EU funds, with investments primarily directed towards railway and road infrastructure. He also highlighted that the Ministry of Economy is effectively utilizing EU resources as well. (May 7)
