Mercosur: Brussels outlines its assurances for European farmers

Brussels – The Commission detailed the “safeguard measures” introduced in early September to alleviate the concerns of farmers and breeders and to secure France’s endorsement of the Mercosur agreement.

Brussels committed to “enhanced monitoring” of “sensitive products” including beef, poultry, rice, honey, eggs, garlic, ethanol, and sugar. They will provide a biannual assessment of the impacts of imports from Mercosur to Member States and the European Parliament.

An investigation will be initiated if the price of a Mercosur product is at least 10% lower than that of a similar product from the European Union and if the volume of duty-free imports exceeds 10%.

In cases of significant harm, the EU may temporarily increase customs duties on the affected products.

For “most urgent cases,” provisional safeguard measures will be activated within a maximum of 21 days.

After the announcement of these measures in early September, Paris viewed it as a positive development, although it has not yet granted its approval. (October 8, 2025)
