The Ukraine-Southeast Europe Summit in Kiev concluded with a joint declaration to maintain support for Ukraine through political, military, financial, and security means, intensify pressure on Russia, and aid in Ukraine’s reconstruction. Serbia was the only country not to sign, as the declaration condemned Russia’s invasion and called for its immediate withdrawal from Ukraine.
The declaration was signed by President Volodymyr Zelensky and representatives from Albania, Greece, Moldova, Romania, Croatia, Slovenia, North Macedonia, Montenegro, and Bulgaria. Serbian President Aleksandar Vučić, present at the summit, declined to sign, citing Serbia’s independent stance on the declaration’s content.
The declaration reaffirms commitment to a sovereign Ukraine, condemns Russia’s aggression, and outlines measures for Ukraine’s defense, reconstruction, and integration into European structures. It also condemns Russian attacks on civilians and infrastructure, calling for accountability and strengthened international sanctions against Russia.
The summit highlighted the strategic importance of Ukraine and the Black Sea region for European security, while expressing solidarity with Ukraine’s Euro-Atlantic aspirations and condemning violations of international law by Russia. The next summit is scheduled to take place in Slovenia in 2027.
