
BRUSSELS – High Representative for Foreign and Security Policy Kaja Kallas stated on Thursday that the assaults on energy infrastructure in Ukraine highlight Russia’s inability to achieve success on the battlefield and its misuse of winter conditions as a weapon.
“Russia shows no inclination towards peace. Their attack on a passenger train constitutes a war crime, as do assaults on civilian infrastructure, including energy facilities, hospitals, schools, and residential areas,” Kallas remarked, noting that Russian forces are resorting to winter as a weapon due to their stalled military progress.
The European Union has reacted with its most significant winter aid package to date, and the High Representative pointed out that it has procured 500 generators just today.
Croatian Foreign Minister Gordan Grlić Radman stated after the meeting that Croatia ranks seventh globally in humanitarian assistance to Ukraine relative to its GDP, fifteenth in total aid, and fourteenth in military support.
Grlić Radman announced a working meeting scheduled for April 21 in Luxembourg, stemming from an initiative he began with Swedish colleague Maria Malmer Stenergard, aimed at coordinating EU and member state assistance for Ukrainian veterans reintegrating into civilian life.
Kallas proposed the creation of a working group to coordinate efforts in providing Ukraine with the energy it requires. (January 29, 2026)
