
Kaja Kallas, the High Representative for Foreign Affairs and Security Policy of the European Union, undertook an official visit to Tirana where she engaged with top government leaders, including President Bajram Begaj, Prime Minister Edi Rama, and Minister for Europe and Foreign Affairs Igli Hasani. During her visit, she witnessed the signing of a loan agreement with the European Investment Bank for the financing of the Durrës-Rrogozhinë railway, which is part of Corridor 8.
In a joint press conference with Prime Minister Edi Rama, Kallas emphasized that Albania’s goal of integrating into the European Union by 2030 is achievable. However, she pointed out that this goal is contingent upon adherence to the rule of law and the commitment of both parties to complete their “homework” throughout the process.
“This involves not just the reforms that need to be approved, but also the execution of those that have already been ratified,” she remarked.
She further stated, “The rule of law is crucial, serving as both a core principle of the EU and a foundation for a nation’s prosperity. If investors trust your legal framework, they will be more inclined to invest in your economy. This ultimately benefits Albania, and achieving this is realistic if we all fulfill our responsibilities.”
Prime Minister Edi Rama characterized their discussions as highly constructive, affirming that Albania is fully aligned with the European Union’s foreign policy objectives. He also reiterated the ambitious timeline established with the European Commission aiming to finalize membership negotiations by 2027.
Rama noted that there are currently no outstanding issues between Albania and the EU.
Additionally, at the Ministry of Europe and Foreign Affairs, the inaugural session of the Security and Defense Dialogue commenced, part of the Security and Defense Partnership agreement signed in December 2024 between Albania and the EU.
Albanian Minister for Europe and Foreign Affairs, Igli Hasani, expressed Albania’s support for any initiatives that enhance Europe’s capacity to act autonomously and address global challenges, always in close coordination with transatlantic allies.
Concluding her Tirana visit, Kaja Kallas engaged with students, think tank representatives, and Young European Ambassadors on the theme “The Future of European Security: The Role of the Western Balkans and the Power of Young Voices.” (April 8)
