The reform introduces stricter renewal procedures, higher standards for obtaining licenses, and encourages information sharing among countries to ensure that those who commit serious traffic violations abroad face consequences.

Currently, almost 40% of drivers whose licenses are revoked or suspended in a different country escape punishment, according to Italian socialist Matteo Ricci, the rapporteur for the legislation.

This new regulation sets a maximum validity of 15 years for car and motorcycle licenses, which may be reduced to 10 years in nations where the driving license functions as an identity card.

Additionally, the validity period may be further shortened for drivers aged over 65. (October 21, 2025)
