EU Sanctions Russian University Rector for Offering Degree on Circumventing Sanctions

The degree program isn’t the sole reason for listing Rector Nikita Anisimov. In 2023, amid Russia’s full-scale invasion of Ukraine, Anisimov declared his university would sponsor the education of Russian soldiers involved in the conflict, according to EU legal documents.

This symbolic action, published Thursday following the EU leaders’ agreement on the 19th package of sanctions against Russia, potentially freezes Anisimov’s assets in Europe, if he has any.

This week, the U.S. also imposed the first new sanctions on Russia since Donald Trump became president in January. Trump targeted oil companies Rosneft and Lukoil, instead of enforcing tariffs on India and China, which are purchasers of Russian oil, as he had previously warned.
