EU: NGO Funding Lacks Transparency, Says Court of Auditors

Brussels – Between 2021 and 2023, the European Union allocated approximately 7.4 billion euros to various non-governmental organizations (NGOs). However, the European Court of Auditors has found that information regarding the beneficiaries and the allocation of these funds remains insufficiently detailed.

“The funding process for NGOs within the EU lacks transparency and is overly opaque,” stated Laima Andrikiene, who led the report.

Recent media reports alleging that some of the funds provided to environmental NGOs may have been used for lobbying efforts directed at European institutions have sparked considerable political controversy in Brussels earlier this year.

Calls to halt these funding initiatives have emerged from right-wing and far-right Members of the European Parliament (MEPs), prompting backlash from left-leaning representatives.

“While increased transparency in the use of these funds is undoubtedly essential, it is misguided to target civil society in this discussion,” responded Daniel Freund, a German Green MEP. (April 7, 2025)
