EU Agrees on Project to Support Defense Industry (Council of the EU)

Brussels – The Twenty-Seven have reached an agreement on a program named Edip, which has an initial budget of 1.5 billion euros in grants. The program aims to foster the launch of joint defense projects from 2025 to 2027, as stated by the EU Council.

“This agreement marks a significant advancement for the security of the European continent and the growth of our defense industry,” remarked French MEP François-Xavier Bellamy (right), co-rapporteur of the initiative in the European Parliament.

The discussions were challenging, as some member states aimed to include funding for investments outside the EU, especially from the United States.

A compromise was achieved, capping the cost of components sourced from outside the EU or from certain partner nations like Norway to 35% of the total investment cost.

Currently, over 60% of arms purchases in the EU are sourced from outside the Union, mainly from the United States, and Brussels is working to lower this dependency to 45%. (October 16, 2025)
