Brussels – EIB allocates €55 million for Ukraine’s infrastructure rebuilding, supporting hospitals, schools, and vital services in 2025.
The European Investment Bank (EIB) has delivered €55 million in European Union guarantee-backed financing under the Ukraine Recovery Programme to rebuild hospitals, social accommodation, educational structures, heating, water, and waste procedures, as well as other vital social infrastructure in 2025.
As reported by EIB, the grant can be utilized for any of the 151 sub-schemes allocated under the programme across Vinnytsia, Kyiv, Dnipropetrovsk, Zhytomyr, Kirovohrad, Poltava, Sumy, Kharkiv, Mykolaiv, Odesa, Cherkasy, and Chernihiv oblasts. This grant is a component of the EIB’s Ukraine Solidarity Urgent Response scheme developed in close collaboration with the European Commission, underlining the European Union’s staunch backing for Ukraine’s recovery.
What infrastructure projects are prioritized under the recovery programme?
In 2024, many sub-schemes were accomplished under the programme, including a water supply installation in Bucha, Kyiv Oblast, two academies in Vinnytsia Oblast, and a pediatric infectious disease unit in Zhytomyr Oblast. The Ukraine Recovery Programme is a €340 million EIB framework loan backed by a European Union technical offering grant and seeks to help communities reconstruct vital social infrastructure. It is being executed by the Ministry for Development of Communities and Territories of Ukraine in collaboration with the Ministry of Finance, with local authorities working on recovery sub-projects and UNDP Ukraine delivering technical services to help with quick implementation.

Despite the challenges of fighting, Ukraine continues to revamp, and we are glad to help this effort.”

Moreover, on December 24, 2024, EIB released €86 million to Ukrenergo, the national electricity transmission operator in Ukraine. This grant, aiming at enhancing the energy infrastructure of Ukraine against repeated Russian attacks, will construct protective anti-drone structures that ensure the steady working of energy transmission during wartime.
