
Brussels (dpa) – The EU Commission is launching the “European Center for Democratic Resilience” to enhance collaboration between EU institutions and member states in tackling election manipulation and disinformation. This center is a pivotal element of a new set of measures aimed at fortifying democratic institutions, ensuring free elections, supporting independent media, and encouraging civil society participation within the EU.
EU Commissioner for Democracy, Michael McGrath, stated that the center will prioritize the prevention, detection, analysis, and response to threats, including foreign information manipulation. It will centralize information, expertise, and capabilities.
However, member state participation is voluntary, according to the Commission, making this a strategic, non-legislative initiative, as noted by McGrath. Specific details, including the center’s location, are yet to be announced. EU lawmakers from the Green and Liberal parties have criticized the initiative as insufficient.
Disinformation campaigns threaten democracy
The EU has been combating disinformation campaigns for years, particularly those originating from Russia, alongside foreign interference in elections. The Commission’s new “Democracy Shield” initiative aims to address these issues.
Brussels also seeks to create a crisis protocol under the Digital Services Act, which would outline responses to extensive disinformation campaigns on online platforms. Additionally, there are plans for new guidelines regarding the use of artificial intelligence in elections.
To bolster independent and local media, a new media resilience program will be launched with financial backing. The Commission also plans to establish a voluntary network of influencers to educate about relevant EU regulations on political advertising and to promote responsible participation in political campaigns. These initiatives are expected to be gradually implemented by 2027. (November 12)
