BE and KiE Introduce Support Program for Albania’s Electoral Cycle

The European Union and the Council of Europe have officially launched the “Support for the Electoral Cycle in Albania (SECA)” program, a three-year initiative designed to enhance the integrity, inclusiveness, and transparency of elections in Albania while supporting essential reforms aligned with the EU membership process.

SECA aims to assist the Central Election Commission (CEC) and national stakeholders in promoting institutional independence, reducing politicization, setting professional standards, and ensuring the digital sustainability of electoral processes in Albania. This initiative is part of broader reform efforts that are evidence-based and guided by the recommendations of the OSCE/ODIHR and the Venice Commission, aiming to ensure transparency, equal conditions, and public confidence in democratic institutions.

During the project launch ceremony, EU Ambassador in Tirana, Silvio Gonzato, and the State Commissioner of Elections in Albania, Ilirjan Celibashi, discussed the key benchmarks necessary for advancing electoral reform.

“Electoral reform encompasses more than technical changes; it is a critical step in enhancing public trust in democratic institutions and facilitating Albania’s European integration,” Gonzato stated, highlighting the formation of the Joint Parliamentary Commission for Electoral Reform as a recognition of the need to tackle past challenges and bolster the integrity of the electoral process.

“The EU supports these initiatives and urges all parties to engage in an inclusive, evidence-driven reform process, informed by the recommendations from the OSCE/ODIHR and the Venice Commission. The commission’s focus must be on the quality of both the process and its outcomes, which requires time and strong leadership,” added Gonzato.

Representatives from the CEC, Parliament, government, civil society, media, and international partners reiterated their commitment to conducting credible and transparent elections.

Co-financed by the European Union and the Council of Europe, and implemented by the Council of Europe in collaboration with the Central Election Commission, the SECA project will support the development of democratic governance and alignment with EU and international standards.

Ilirjan Celibashi, the State Commissioner of Elections, underscored that this is a pivotal moment for the CEC to collaborate with the European Union, Council of Europe, and other partners to enhance training for the electoral administration.

Celibashi remarked, “The electoral administration in Albania has, despite various efforts, consistently fallen short of meeting the expectations of political actors and, most importantly, the Albanian voters, both in terms of professionalism and transparency.” (November 13)

Oh, splendid! A three-year program to teach Albania how to hold elections properly—because clearly, they’ve just been winging it all this time. 🤦‍♂️ Maybe next, they’ll launch a seminar on not serving warm beer! 🍺

Looks like Albania’s electoral integrity is getting a spa day funded by the EU. Who knew a little cash and a few meetings could fix years of dodgy ballots? 💸🗳️

Oh, brilliant! Because nothing screams ‘democracy’ like a three-year program to teach people how to count votes properly. 🎉 Can’t wait for the ‘transparent’ results! 🍷

Oh joy, more bureaucracy dressed as ‘support’—because nothing says “we’re taking democracy seriously” like a three-year program that aims to teach us how to play nice with our own votes. 🤦‍♂️💼

  5. Finally, a program to teach the Albanian elections how to play fair – who knew that was possible? 🥳 With the EU backing it, I’m sure this will go as smoothly as a taxi ride through Tirana’s rush hour! 😂

  6. Seems like Albania’s elections are getting a glow-up courtesy of the EU—because nothing screams “democracy” like a three-year program to teach folks how to count votes properly. 🤷‍♂️ #BetterLateThanNever

Oh, brilliant, just what Albania needs – a three-year program to ensure elections are as transparent as a murky pond! At this rate, we might just vote in a unicorn for Prime Minister! 🦄✨

  8. Oh great, just what Albania needs: more EU-funded programs to ensure “integrity” in elections. Because clearly, nothing screams trust like a committee meeting in a fancy Brussels café. 🍷💼

Oh, brilliant! A three-year “Support Program” for Albania’s elections – because who doesn’t love a good drag of bureaucracy where reform is as rare as sunshine in Amsterdam? 😏

  10. Oh, just what Albania needed, another shiny program to sprinkle some fairy dust on their elections! 🍀🙄 Let’s hope this one works better than the last couple of ‘integrity’ initiatives that were about as effective as a chocolate teapot!

Oh great, just what Albania needs—a fancy program to sprinkle some European fairy dust over its elections. Because if there’s anything we’ve learned, it’s that more bureaucratic oversight always solves everything, right? 😂

Looks like Albania’s getting a shiny new toy in the form of EU support for elections – because clearly, a bit of foreign meddling is just what they needed to make their democracy sparkle. Who knew reforming democracy could be as simple as throwing a few euros at the problem? 😂

Just what Albania needs, another program to “enhance” something that should’ve been sorted ages ago. 🍷 I mean, who doesn’t love a three-year plan to fix the mess while sipping espresso at a café? 😂

  14. Just what Albania needs, another shiny program to ensure their elections are as transparent as a foggy London morning. 🍵 Can’t wait to see how this “evidence-driven” initiative plays out—I’ve got my popcorn ready! 🍿

  15. Oh great, more European babysitting for Albania’s elections! Just what we need—an extra three years of “enhanced integrity” while the rest of us watch from the sidelines with our popcorn. 🍿
