
Paris – The Ministry of Industry stated to AFP on Friday that “easing” measures could be considered for the prohibition of new thermal vehicles by 2035, as long as they do not undermine the transition away from fossil fuels, which must remain the guiding principle.
Minister Marc Ferracci expressed his willingness on Wednesday to consider “easing” in this area, while maintaining the 2035 decarbonization target during a session with a parliamentary inquiry committee.
The ministry emphasized, “It is essential to keep this target of 2035 for vehicle decarbonization.” By that year, new vehicles are required to have zero CO2 emissions, effectively banning petrol and diesel models, including hybrids.
Several EU member states are looking to utilize the 2026 review clause to implement the principle of “technological neutrality,” allowing various technical solutions to coexist.
For instance, Italy supports permitting the sale of new vehicles powered by biofuels derived from biomass. (June 13, 2025)
