Local Initiatives to EU Strategy: Insights from the President of the European Committee of the Regions and the Chair of the European Parliament’s Special Committee on the Housing Crisis

On Wednesday, the European Newsroom (enr) interviewed Kata Tüttő, President of the European Committee of the Regions, and Irene Tinagli, MEP and Chair of the European Parliament’s Special Committee on the Housing Crisis, regarding the EU’s initiatives for affordable housing.

Europe is experiencing a crisis marked by escalating house prices and growing housing costs, impacting nearly all EU citizens, particularly younger generations eager to establish independent living situations away from their parents.

During the interview with the European Newsroom and Agence Europe, Tüttő and Tinagli discussed the ongoing challenges and proposed potential solutions, incorporating their personal insights as well as their institutional roles.

Journalists posed a variety of questions concerning the responsibilities at local, national, and EU levels in addressing the housing crisis, the Commission’s Affordable Housing Plan, and the intense negotiations surrounding the EU’s upcoming long-term budget for 2028–2034.

While housing policy is mainly a national and local matter, the EU plays a role through funding, regulations, and coordination. EU policies related to state aid, energy efficiency, public procurement, and financial markets, along with cohesion policy and recovery funds, all influence the development of affordable housing.

In light of increasing public demand, the European Commission has prioritized affordable housing, launching an Affordable Housing Plan designed to enhance housing supply, encourage public and private investments, and assist member states and regions in broadening social and affordable housing options.
