Temporary International Force for Gaza Authorized by UN Security Council

Resolution 2803 (2025) was passed with 13 votes in favor and none against, while permanent members China and Russia abstained.

The document acknowledges the comprehensive plan announced by President Trump on September 29. The first phase of the 20-point plan resulted in a ceasefire between Hamas and Israel shortly afterward.

Transitional administration

The resolution also endorses the establishment of a Peace Council (BoP) as a transitional administration in Gaza to oversee reconstruction efforts.

It permits the BoP to create a temporary International Stabilization Force (ISF) in Gaza, which will operate under a unified command approved by the BoP.

Countries will contribute personnel to the force in coordination with Egypt and Israel.

“Charting a new path”

“Thank you for joining us in charting a new path in the Middle East for Israelis, Palestinians, and all people in the region,” US Ambassador Mike Waltz stated following the vote.

“Today’s resolution signifies another crucial step toward a stable Gaza capable of prosperity and fostering an environment where Israel can live securely.”

He mentioned that the ISF will “stabilize the security environment, support the demilitarization of Gaza, dismantle terrorist infrastructure, decommission weapons, and safeguard the security of Palestinian civilians.”

Algerian Ambassador Amar Bendjama acknowledged President Trump’s contributions to advancing world peace but emphasized that real peace in the Middle East cannot be achieved “without justice for the Palestinian people who have awaited decades for the establishment of their independent state.”

He pointed out that the text received backing from Arab and Muslim countries, and “the Palestinian Authority, at the highest level, openly welcomed the initiative.”

In explaining Russia’s choice to abstain, Ambassador Vasily Nebenzya remarked that the Council was “essentially endorsing a US initiative based on Washington’s assurances” and “granting full control of the Gaza Strip to the Peace Council and the ISF, about which we currently know nothing.”
