Mercosur: French Minister States No Signature Before Safeguard Clause Adoption

Paris – Minister Benjamin Haddad stated in an interview with the Journal du Dimanche (JDD), “We want this clause to be adopted and recognized by the Mercosur countries prior to any agreement signing,” highlighting that France is currently “assessing” whether the guarantees will “sufficiently protect agricultural sectors from market disruptions.”

In early September, the European Commission introduced “safeguard measures,” aiming to secure France’s approval.

“Another crucial issue for which we seek a swift resolution is the necessity for a series of mirror clauses to ensure that the same standards apply to both European and imported products,” he emphasized, reiterating that the government’s sole priority is to protect farmers “against unfair competition.”

Brussels aims to achieve approval from European States by the end of December. The agreement, adopted on September 3, 2025, by the European Commission, requires ratification from all 27 member countries before it can be implemented. (November 2, 2025)
