Sarajevo, (Fena) – The Council of Ministers of Bosnia and Herzegovina has approved the Reform Agenda, a necessary document for accessing funds from the Growth Plan for the Western Balkans, a European Union initiative valued at six billion euros. Should the document receive approval in Brussels, BiH stands to gain 917 million euros, although it has already forfeited 108 million due to previous delays.
This agenda comprises 114 measures categorized into four main areas: green and digital transition, private sector development, human capital, and the rule of law. Key reforms include the rollout of the 5G network, the electricity law, alignment of business regulations, digitalization of education, maternity leave legislation, and enhancements to the judiciary and anti-corruption efforts.
Provisions concerning the Constitutional Court and the Council for State Aid have been notably adjusted to bypass political obstacles. Most measures are expected to be implemented by the end of 2025, with the European Commission scheduled to evaluate progress biannually. (30.09.)
The European Commissioner for Enlargement, Marta Kos, expressed her approval of the Reform Agenda’s adoption during the Council of Ministers meeting in BiH.
– I am very pleased today. Bosnia and Herzegovina has demonstrated the much-needed unity. We have a Reform Agenda! – Kos announced on X.
She noted that this marks a significant advancement towards unlocking the EU Growth Plan.
– Together, we can achieve: improved roads, lower energy costs, faster internet, no fees for money transfers, and reduced roaming charges – she added.
